Paul is explained in Romans 11 that national Israel does have a future in God's prophetic program and the idea that the church has replaced Israel and God's program is clearly contradicted by this passage no the church is not the new judges of the new Israel. It's true that only a minority today of Jews received the Christ, but the fullness of the Gentiles is rapidly approaching and their Savior will soon come. And when he comes all Israel will be saved.
