Satan can destroy even within the parameters of God's grace and the Providence.

Clearly that's what Habakkuk meant what he was saying is, God revealed that evil was coming into the land and so Habakkuk says when you know you're so pure, you can't look upon these kinds of people with favor. That's the idea. That is, there, so that's your answer and when you're 13-year-old son asks you the answer say that yes God does see evil. God does connect with the devil.
